I have/had a 97 with no heat myself despite the blower blowing and being able to feel the distinct click from the heat and a/c controls. It’s pretty easy and quick to try a heater core flush so I went that route, after about 20 minutes of blowing brown gunk out of it…I have heat now. I just done...
I think these covers are the best option for anyone wanting to keep the OEM seats without going full-balls and trying to become a grandma level efficient sewer in the garage overnight lol.

I was going to come here and say to just remove it but you made the point of listening to the old FM stations here and there. My 97’ limited had the power antenna at some point but it’s been removed entirely by a previous owner so I just capped the hole with a plug.
