A quick solution that won't break the bank is a product called Must for Rust. Spray it on, let it sit for a while and rinse.
I used on a Jeep and it performed pretty well. A wire brush on a cordless drill to loosen any think stuff in advance helps.
Sorry for the resurrection. Just picked up a 2000 SR5 and love it so far.
The protective film on the rear fenders looks terrible. I removed on one side but in the process tore up the paint on the plastic fender pretty good. Still looks bad.
