What is this hose and where does it go? Found it laying on top of the fuse box cover. Don't remember removing ithe hose or placing it there.

Just painted my factory wheels I bought this 2001 4Runner 3 weeks ago. Needs some evap code work amoung some other things. I've been coating the frame and floor pan with Por15. I just painted the factory wheels.
