Yes the weld nuts eventually turn into little rust pimples that end up being completely inadequate later in life. My '06 OEM hitch was rusted pretty bad, and I wanted to put a new aftermarket one that had better corrosion resistance. The weld nuts were the weak spot in the removal process...

No, but when you do your install you should document it for the rest of us poor souls who didn't have the courage to do it ourselves without guidance. I sent mine back as I could not find a local shop who was willing to install it for me. Good luck.
