    Sounds like you are being careful which is good, not an area you want to have problems. As spark plugs are cheap I change them out frequently to avoid any sticking issues.

    That is not a washer. It is a flanged nut so there will still be threads in that piece left there. I'd try getting a cold chisel under that and see if you can pop it off. Of course grinding a little lower will help too.

    A black stained 2x8 cut to size makes a nice running board. You just need to find a set of the original 3rd gen hangers if you don't still have yours. I think they look better than the originals, others will disagree I am sure - but they are functional and strong and won't rust.

    If you are interested I can dig up some numbers for you. I have before and after measurements for my 96. Granted, I'm a 4wd 4cyl but it should be pretty similar. I went 99 tall springs on Billy 4600s so essentially what you are talking about here.
