I'm finally a 110% fixed. Turns out the pulley above the tensioner pulley on top next to the alternator was bad. I started my vehicle and watched the pulleys for about 30 minutes and noticed that very pulley wobbling. I drove to the parts store and picked that pulley up and installed it and now...

The bolts on the alternator top and bottom are both the same size and length. I had to use a breaker bar to get both loose. Well actually I use the belt tensioner tool to loosen the bolts up. I removed my pulley from the new tensioner as well and used it on the old tensioner.
