One piece of advice I would give is to go ahead and replace the 02 sensors when you do this. I put the old one's back on just to narrow down the cause of the code, and it is in fact a bad cat, but these 02 sensors are not easy to get off, so I'd go ahead and put new ones on when you put these...

Further back, the downstream 02 sensors. They are the ones that read the emissions after the cat. They are the only ones you'd do this to to fix a bad cat reading code.

I'm not messing with the upstream. Are there 2 downstream sensors? Is that what it's referring to with bank 1 and bank 2, or is that referring to upstream and downstream?

I bought those instead of the non fouler because I don't think you have to drill these out. Seems they've made this part specifically for this issue since people were drilling out the non foulers.

This confirms the conundrum I'm facing, seems it can be the 02 sensor or it can be the cats. I'll try the sensor first and go from there. I figure it's probably not a bad thing to do anyways since these are the original sensors with 300k miles. State emissions requirements are a pain in the ass.
