Never did get it working, tried everything even running XP mode in Virtual PC always get a unable to connect to VIM error message

Having problems Im using V10.00.28 on windows 7 ultimate and have down the install steps multiple times to ensure it was done correctly. Changing TISFunction=1 to TISFunction=0, selecting Europe for area slection and yet im still getting an error messgae Unable to connect to VIM. Have no idea...
