I think it's safe to say conclusively that 16" wheels will not fit.
I test fit a 14WA caliper with my 16" Level 8 MK6 winter wheels. The inner diameter of the wheels hit on the top center of the caliper and prevented the wheel from fully seating on the hub(+rotor).

Experiencing the same issue on my 99 with 330K (km).
Plugs, coils, wires, and timing belt are all new and verified operating correctly.
About to order some injectors and plenum gaskets to do the job.
EDIT FROM THE FUTURE: Injector was the issue.
