I have the 18v (XRP NiCad) Dewalt impact and have been pretty happy with it. I am in a similar situation and live in an apartment so can't have any air tools. I mainly use mine just to rotate tires and it easily removes lugnuts (torqued ~80 ft/lbs)

Are the boots torn on the new ball joints? Was the truck on the ground when they tightened and torqued them? I was always told to do final tightening and torque on suspension components when the vehicle is at ride height to prevent any binding. Don't know if you need a new driveshaft, but...

I'd double check to make sure tires are balanced. Does the steering wheel vibrate as well or is it coming from the rear of the truck? Did you check to see if there is play in the inner tie-rods?

maybe the head of the bolt is stripped making it seem like the 10mm is too big. Someone might have also used a SAE bolt of similar size the last time the flare needed to be removed. If you got a SAE set around, maybe try a 3/8" to see how that fits. Those bolts shouldn't be torqued too much...
