Stop and tail lights on
Seen this before. Somewhere a bulb is shorted. One filament touching another. Usually a 1057/3057 tail light. Replaced both tail lights or if applicable front turn/parking light bulbs. Problem solved.
Good luck. Doesn't happen with LED lights.
