I have 285/70/17 with mine and it only rubs at full steering wheel lock on the UCA. No spacers at all either. That said, it's very close. I can't put my finger between the tire and UCA, but you should have 5mm more clearance so should be good!

Usually you pay the sales tax when you register the title in your home state. No way to avoid paying sales tax that way.

I have a 6 disc changer in my 99 4runner, and yes it loads 6 into the unit. However, mine looks nothing like the picture that you posted. Mine is basically a singe din cassette deck with a single din 6 cd changer mounted above it.
