Maybe check the A/F ratio sensor.. Sounds like the same symptoms I had..

Don't feel bad man.. I just went thru the same damn thing but I spent $3000 on new stuff tryin' to get rid of the surging.. I have no idea why they even sale front O2's for CA emissions T4R's of this model... You'd think somethin' would pop up & say "This part does not exist, try the A/F ratio...
