Yes it can. And the colder it is, the more resistance you are going to have, and if its old the worse it gets. Take it off, run it up to autozone and have it tested for free. Have you done a voltage drop test on the wire and not just an ohm test?

When I did mine, windex and some rubbing took everything off pretty clean. Otherwise, (i know some people are going to disagree with me) but some brake clean on a rag (light rubbing), or acrasol works best. Will need to wax the area when done because it removes everything but the clear coat.
