Pulled the liftgate inner panel, removed rear light assembly/liftgate handle trim (see trim panel removal video on Youtube), used kroil/penetrant on screws, then used vice grips on back of screw to break them lose. Used dremel to cut new screwdriver slot and removed the screws.
