Yes, the TPMS sensors need to be paired with the vehicle. Most tire shops have a device that you go around and stick up against the tire near the valve stem to pair each sensor 1 by 1. Edit: Something like this should work: Amazon.com

Honestly it looks like it's just on the surface. I would tape off a clean line, sand off all the rust down to bare metal, and then spray it with some matte black paint or something in a pattern that matches the license plate so it's not noticable.

The one that is on the vehicle now should have a part #, length, etc. right on it. You have to get it aligned just right to be able to see. My OEM belt that came on the 2014 4runner showed "7pk2150" printed right on the belt.
