I figured out that I programmed it wrong. After reading the PAC directions and cross referencing to Asmara's instructions I realized when I programmed the Delay Timer, my 5 brown wire touches were in the 10 second timer slot vs. the 1 second timer slot. Hence why it had a timer delay...
