The welded end would probably work a little better as far as clearance goes. I don't see a downside to running a welded end. If you damage a shock end beyond repair, you probably need a new shock shaft anyway.

That's pretty close. Cutting 3/4 was pretty tight. I'd recommend no more than .5" if you modify the shock. Or look for a compressed length of around 18.68" + .25 = 18.93". Anything close to 19" you can work with. You can make up 1" just changing the angle of the shock. As you rotate the lower...
