    I don't know about the 98, but on the 04 you just disconnect the arm on the glovebox so it can drop and the filter compartment is behind the glovebox. Might be the same, dunno.

    I believe the top-out spacer lift is equal to the size of the spacer while the preload is double. So .5 preload and 7/8 top-out should put you right around 2". I ended up with 1.25 lift with my .5 preload spacer so you may be around 2 1/8 when done. But I could be wrong.
