    I guess my thought for your situation is (now that I've removed the cover once) to remove the cover, cut/grind off the broken bolts flush with the bumper as needed, and bolt on an aftermarket hitch. With the cover off, an aftermarket receiver is a REAL simple installation. Good luck to you...
