That is a correct part number. It's either PT427-89011 or PT427-89990. One of these is for the hood scoop and one is for without. Can't remember which one was for the hood scoop. At the time I bought both and didn't notice any difference between the two. Here it is on mine

Will these fit the 99+ years? 1999-2002.

It's been about 8 or 9 months and prob 1500 miles since I installed the springs and shocks. I didn't need the trim packer, my fronts were level. The fronts also were level with the old suspension lift.

Mine settled down to 23 in the frt and 23.5 in the rear. center of hub to bottom of SR5 fender flare, 285/75r16

I would check the DFW 4runner face book page. I see suspension system take offs on there fairly regularly.
