I think you are saying rotating sprocket downward is loose. Therefore over the top is tight.
I am assuming this applies to both driver and passenger sides.
Is this correct?

Which way does the adjuster turn to loosen the parking brake shoes so that the rear disc is easier to remove?
I have seen the Toyota exploded image of the rear brakes (and also the adjusting diagram -- with screwdriver) but it does not make clear which way to turn it...
