Okay. I did post wrong. The steering wheel does not lock when car is off. Only once key is in ac or run position.

We did have the steering wheel off after the we found out there was a problem, but not before. We have also tried another key. Thanks for the thoughts. I think I might pull the cylinder today.

Okay. Fixing a coworkers 1995 4Runner Sequoia. Went to drive it off the lift and the steering wheel was locked. Car runs, starts and you can turn it off and remove the key no problem. In fact when I turn the key either on or off it seems to reset the wheel and it takes turning it to lock it...
