Sorry to hear about your issue. I have a Magnuson SC on my 2016 Trail since April of 2018 and haven't had one issue. The tensioner has always worked correctly and the belt has been tight. I hope you get your issue resolved soon so you can enjoy the SC.
I just contacted Magnuson and they said it's still being worked on to be compliant for CA. They recommended signing up for their newsletter to get the latest updates!
