Mine does this too. We just bought this truck and the guy we bought it from said the power steering rack bushings needed to be replaced. It is a 1998 4Runner SR5 with 203k miles on it and I've been looking at videos on how to replace the steering rack bushings but now I'm thinking it might...
I couldn't get the top rear nut to loosen. Ended up taking it to a mechanic to do it. I just didn't have enough room to get enough leverage to break it free. My 4Runner has 203k miles on it though and the rear shocks looked to be original to the truck.
