It's a planar antenna. I've seen them used for radios, sometimes for alarms. They are used instead of glass antennas. Don't remember ever seeing one in a 4Runner, but I would bet if you trace the wires they go to the radio area.

I drive my 99 every day. Commute is 165 miles round trip, Runner has 337,000 miles on her. I do all my own maintenance, compression is the same as the day I brought it home 6 hears ago. Gas mileage is shit, but if I was worried about that I would drive a crap box Prius.

That's how mine sounded when the flexplate started to fail. I chased every heat shield, bracket and clamp on the truck. Even looked at the drive belt idler bearings & a/c clutch. Got progressively worse over 3 months until I was able to confirm what it was. Sent from my Pixel 3 XL using Tapatalk
