Good question, this is the first time I have ever seen those. They didn't come on any N.Am. versions, and I haven't seen them on any of the Hilux Surfs around town either... I hope we get an official answer on this.

The highest mine goes is about halfway between L and H.

It's just the gauge. Nothing to worry about, it's normal to show those readings even though the pressure is what it should be.
