I say get a new rim and used tire to try and stay with in your budget.

Sorry fellas but just got mine done at the dealership $375 sounds right but the water pump was extra just parts no labor ($130) tensioner will be same way, but I am in TX.

I would call around to your local paint shops. I think it will also depend on the condition of the hood and other parts (prep time). Have you called your dealer for the parts? I think when its all said and done it will be worth it. I love the look of the sport hood and will be following suit...

Did you get the Certifit? How much did you pay with shipping if you dont mind me asking? And I think the parts your looking for are dealer only.
