Like others have said, really depends on the level of offroading one plans to do. If people plan to rock crawl at all steel over aluminum is a must. My 2 cents

Basic checks, making sure wheels are still torqued, tire pressure isn't leaking at all. I also clean my air filter since my port is pretty exposed as of right now.

Right on, always a smart move to stay within the budget. If you haven't already you should also check out Northwest Fab's crawl box. I here a lot of good things about their set up as well.
That would depend on your driving style and what stage Elka kit you would be going for. If its from 5100 to the 2.0 Elkas its probably not worth the upgrade, but if you are gonna do some harsher/fast paced wheeling upgrading to a 2.5 body and resi could be worth the upgrade

Yup the 36-281824 would be their 1.5" lift spring. 36-281817 would be their 1" in our experience the rear of the 4runners sit about a 1" higher in the rear so if you want to be about level with 2" in the front I would go with the 36-281817
Yup most of the time most people won't even need diff drops, in this case definitely not needed. The only real few things to worry about on rear lifts is how much rake you want and travel length of the shock if going with a longer rear spring
