    Thank you both for the help! I'm going to start with replacing O2 sensors, the IAC, and the TPS, then I'll see how things go from there. I've ordered the parts, so hopefully I can get to this in a few weeks and report back.

    Yes, pretty much once the temp is high enough to register on the thermometer the surging stops. That said, the power loss issues don't go away once the engine heats up.

    My 99 4runner has decent front springs (fatigue-wise) but are a little rusted. I'm going to replace the shock absorbers anyways, so is OK to re-use these? Otherwise I'd rather just replace the springs while I'm at it.
