fixed - replaced switch on transmission
thanks toto. I pulled the switch and did a continuity check which failed. Got a new one from Toyota, installed it and the lights work.
and the guy at Toyota parts wouldn't let me do a continuity check on the new switch (with my own meter) until I called...
