Yes, this means a specific vehicle does not need to get a certain mpg but each vehicle contributes to the average which is why the 4runner mpg matters in relation to CAFE.

Next gen t4r motor? (270hp)

Probably only possible if it can get better mpg. With CAFE concerns I think only an engine that gets better mpg will be suitable.
