Yes, it display as $2.99 still but after you "buy" it, the pop out tells "it's free because you've purchased it before".

You can email your UDID using your Tapatalk App feedback function. (In "About" tab, top-right corner). That for sure is legit. :)

Can you try remove your Tapatalk and re-install it from Apple store (which is free)?
