It sounds like your rear window is either not up all the way or the mechanism that tells whether it is up is not working. If it is not up completely the wiper will not work or spray fluid. And check the fan under the passenger seat for the rear heat and cooling. Mine is louder than I would like...

3 months ago. Washington State. 99 limited with e-locker. Clean title Bought from a dealer. (Lexus of Tacoma. ) $9200.00 160000 miles well taken care of. Timing belt and water pump at 109000 miles. Could not be happier. One small ding in corner of rear bumper.

I also recently got my hands on a 99 limited with locker and only 160k well maintained miles. I'm in love! As much as I love summer in the great NW, I can't wait for the winter snow! Would love to find some guys around here to hit Evans creek and other spots with. Here's a shot of my baby.

Make sure your windows are unlocked on your door control. I did that and thought mine was broken. Just a thought.
