A trick I know a bunch of people have used and works is fuel line antifreeze. wont ruin the paint either. Goo gone spray gel left on for 24hours will work well too. It needs to really soak into the decal than use a plastic razor blade after. you will need a degreaser after to get the spray off.
don't just look for cracking on the belt but you should see how much material is left on the ribs. there could be no cracks but the belt can split between the ribs and break. buy a belt wear gauge.
i recommend dielectric grease for connector terminals/pins and i use a spray silicone like 3m on the seal. it lubricates but its dry. use it at work on connectors all the time. works great
You should be fine. if rotors surface is good i would just sand the pads to get a flat surface and than install. after a few drives the pad should match the rotor face profile.
