I'm guessing its a mismatch. This was the horn ring assembly and both controls (lights and wipers) for a really low price. I wouldn't have gotten it, but its the only new one I could find.
Parts for '88 Toyotas are getting rare.
Turning my 4Runner off the other day I bumped the wiper arm "up" to the mist position. Oddly enough, it worked. Also oddly enough, all positions are working and not blowing the fuse now.

I know you first posted this over a year ago but did you ever figure this one out?
We must have found the same parts vendor. When I use "mist" it pops the fuse with my new combination switch.
