Yes, in 1996 only the body color was listed on the label. In 1999 Toyota started putting a special two-tone code that indicated both the paint and the flare color.

Hmmmm 1A1 is the code for solid Anthracite. not two-tone. I wonder if those flares were done after your rig left the factory because I don't think I have ever seen one like that before.
BTW, I loved that color so much that I repainted my 1997 Civic from silver to Anthracite back in 1998!
