I say start off with a 250cc bike first to get used to riding. Jumping up to a 650cc as a novice rider for commuting or dirt will be too dangerous (especially commuting through socal traffic with distracted drivers.) A Yamaha WR250 or Honda 250L would be a good starter bike and has great resale...
