You probably won't find anything decent near the bay, but it also depends what kind of wheeling and camping you want to do...
There is a dirt road that connects the western and eastern Pinnacles(La Gloria Road), but it's all flat... Nice thing though is you can go car camping at Pinnacles National Park, which might be a good way to ease your gf into the outdoors... Could also camp out at Hollister Hills, and go wheeling there during the day. Then there's somewhere inland of Big Sur, which passes an active military base. Forget the name of that spot. Another spot is old coast road... However you'd need to camp at a nearby state park, as I doubt you're allowed to camp on there...
Other than that, you'll probably have to head towards the Sierra's, but you'd definitely want someone else to go with you in case you get stuck in the snow or SHTF.
