Brightest Halogen H3 bulbs

So I got the stock style fog lights for my 1998 4runner. I don't really get all that much fog over here, so I was thinking of using it for auxiliary lighting to supplement my weak halogens (I know the H3 isn't really meant for that kind of use).

Not a huge fan of putting external LEDs on a vehicle that clearly came from a time long before the technology, so I want to keep it halogen. Every time I try looking for brighter H3 I get LEDs.

Are there any off road only halogens H3 that produce a good amount of light? (wattage is no restriction sense I am using robust wiring)
