I cannot image that this is a legit fire escape ladder I saw on a building around my borough.

That's not a fire ladder. It is some weird-ass access ladder to the roof.

It's a cable run for a big cell tower installation. Under that 8 sided thing is 20-30 antennas. I feel bad for those people living in the apartments below and around it.
