toyota 4 runner will not start - keeps blowing am1 fuse

a few weekends ago my 4 runner went into some water a bit deeper then we thought and sucked in a bit of water. anyway after taking the injectors out and cleaning it all out it turns over now but it wont start. everytime i turn the key to accessories it blows the am 1 fuse which is 60 amps. when i dissconnect the am2 it doesnt blow, and when i dissconnect one of the relays it also doesnt blow. ive been told i have a short somewhere but ive inspected all of the wires and there all good i have no idea what it could be. also the central locking was going crazy when it was in the puddle locking and unlocking uncontrollably but now its not working at all if that has anything to do with it. any information would be great thanks

Follow the chart and inspect everything after AM1. Start with the starter. It my be shorted out.
