Trailer electrical connector-no power

Both brake and signal are not working on my trailer. Running lights work fine. I've used a voltmeter to find no power at my connector. I used an ohm meter to check continuity on the wire side of the connector (its not the connector). All the lights work fine on my 98 4runner. I'm guessing that there is an in-line fuse blown, but I have no idea where that is. Maybe someone out there has had this same problem or has a suggestion.
thanks,
