I assume a tech just ran the same sized tap through it and called it a day...Would this constitute refund territory? Does toyota do helicoils? Didn't think that was such a complicated procedure lol... Paid 600$ all said and done for Alternator removal, a 're-tapping repair' ........ Anyway don't go to the dealers folks!

Yes, they probably ran a tap to clean up the threads. Then torqued to spec. And they will probably say "Not our fault; it was torqued when it left the shop". But you won't know until you give them a call. If you have enough room for the drill and tap, you might want to do it yourself. But since you paid $600, I would call them and see what they say. Just my 2 cents.

It doesn't matter if "they cleaned the threads and torqued to specs" if it doesn't stay torqued to specs, in other words their work has failed.
Take it back and tell them their work failed and to fix it properly!!
