97 4runner differential wont engage

my 97 4runner wont engage, the trans case is fine, and so is he front driveline, but for some reason it doesnt lock in the front differential.
does anyone know what the problem could be?

I can only presume one or more of your assumptions about things being fine is wrong.

What type of t-case does a '97 have? Is it strictly a manual lever or do you push a button to get into 4hi? IIRC there's also an ADD device. It's an automatic axle disconnect device that "breaks" the pass side front axle while in 2wd to reduce rolling resistance. If that has failed and the pass side axle doesn't get "made whole" while in 4wd it'll behave as if there's no power to the front axle yet the driveshaft will be turning.
