damaged part: rear right side of the body

my question is

1) what should i do?
2) how much does it cause for a new cover? including the blue latches?
3) what should i do with the rust?

Head over to partznet.com and search the body parts for your specific piece of cladding. Its gonna run around $200. At least it comes painted. The clips are cheap. p/n 75495-35010 67 cents a piece for the blue ones . p/n 75397-35010 for orange ones (if needed). You should be able to salvage the rubber seal on the edge.

as for the rust, you'll need to get the bumper out of the way and sand therust down to bare metal. Apply a light coat of corrosion resistant primer, known as etch primer to restore the rustproofing. Follow that with some silver paint and cover it up with the moulding.

1) Beat your Sister within an inch of her life.
2) Go to your local Toyota body shop and have them fix it including the rust.
3) Never let your Sister behind the wheel again unless she pays for the damage.

Most of it is plastic parts. I would follow rook's advice.

Order the fender flare and replacement clips. Sand, prime and get a similar silver color for rusted area. The good thing is the flare will hide the repaired area.

Your 4Runner looks like a 2003-05, with the square wheel openings. 2006-09 have rounded wheel openings and the flares are a little thicker/wider from the body.
