Question Fuel Filter Stuck!, any Suggestions?

I have a 1991 4runner, as far as I know the fuel filter is the factory original. That being said its getting a little sluggish in the acceleration dept. I can just about guarantee that replacing it will drastically help if not solve my problem, but here's the rub I cant get the old one off, and the only wench i can even fit in the tight work space is a 3'' long 14mm, I have basically no leverage even when i hook another wrench through the closed end. I have tried PB blaster and WD40 and the fuel line nuts still won't budge. Any suggestions?
