This is a 99 4runner with ABS. When braking slowly, such as easing up to a stop sign, the brakes work normally and feel normal. If you press the pedal harder to come to a faster stop, it feels like the pedal hits a stop, and no amount of pressure on the pedal will move the pedal or increase braking resistance. The vehicle continues on with a small amount of braking resistance and eventually stops. I pulled the ABS fuse and changed the master cylinder; no improvement with either one. I did the booster test: pump pedal with engine off, hold pedal and start engine, pedal then goes down slightly; works OK.
