98 4Runner Constant Downshifting to Maintain Highway Speeds

That is so easy to do. No biggie look at it as a learning experience. You definitely have a timing issue at the moment. :D

So when this happens, how do you correct it? Just simply adjust the cams by hand with belt off and make sure timing marks are lined up after putting it back together?

Then turn engine over a few times with 19mm ratchet to make sure they line up again?

Yep, it’s tuff getting it on the dots. On the thee engines I did this to all of them acted like I was half a rib off and it felt like I pulled my thumb nail away. Every time my thumb nail on my right hand was sore for a few days.

What you can do to make it easier is line up the crank and install the belt. That'll usually turn the cams a tooth. I don't remember which direction, but if you set the cams off a tooth to the crank before you set the tensioner they'll line right up when you pull the pin. It's counter intuitive, but it works.

this is how i usually do it. it has to do with the tensioner, as it pulls the extra slack out, the cams will rotate slightly.

as long as you roll the engine over 2x, after releasing the tensioner pin, to verify the timing marks are still ON, it shouldn't be an issue..

This is exactly what I had to do

With ignition on and engine off my THrottle position sensor is at 12 without my foot on the gas (idle), goes up smoothly from there as I slowly depress the throttle and maxes out at 75 TPS at full throttle. Is that normal?
My "97 and '98 do about the same... TPS is ~9.5 at idle and maxes out at 74.
