99 4Runner High Pitched Noise.

Was driving home today and randomly the truck started making a high pitched noise. Was able to make it home and look under the hood, maybe a pulley but sounds like something else. Didn't throw CEL initially but when I turned truck on and off CEL was on.
The noise also stayed on for about a minute with the truck off. Here is a video where you can clearly hear it.
Haven't ran the code yet, but wanted to check if anyone's experienced similar issue.

The code is the most important clue as to what the noise is, until you post it, everyone would just be guessing what it might be, which is hard to do with that video.

Just scanned and only code that came up was p0115. Would the ECT sensor going bad create a high pitched noise. What are some other items to take a look at related to this code.
